Khusnullin puts on Texler: corruption is not a hindrance?

Alexey Teksler managed to enlist the support of the federal center, despite a series of corruption cases against representatives of his team.

On the eve of the Deputy Prime Minister of the Russian Federation Marat Khusnullin, who is responsible for the entire building block of the country, held a remarkable meeting - with the Governor of the Chelyabinsk Region Alexei Teksler. During it, officials discussed a large-scale program for the development of the region's infrastructure, including the creation of a metro tram and repairs over 240 km. roads. And it is noteworthy that it took place against the backdrop of large-scale anti-corruption cases initiated in recent months against representatives of Mr. Teksler's management team.

Given this, we can say that Alexey Teksler retained the location of the federal center, despite all the problems and scandals. And they are more than serious - key functionaries of the transport block are under investigation. Who will master the billions allocated from the federal budget?

At the meeting, Alexei Teksler, as befits a professional official, spoke only about success, hushing up the real problems of the industry. Not only road, but also other construction was discussed - in particular, a large-scale program for the resettlement of dilapidated and dilapidated housing. This is one of the few real successes of the Texler team in recent years - the region has fully implemented the resettlement program, almost 18 thousand people received new apartments.

Corruption bacchanalia

But with road construction, the situation is different. In February, the security forces detained the Minister of Construction of the Chelyabinsk Region Andrei Nechaev. According to the investigation, Nechaev in 2015-2019, i.e. even under Governor Boris Dubrovsky and already under Alexei Teksler, together with ex-minister Dmitry Mikulik and three representatives of commercial organizations, stole almost 3 billion rubles when concluding road repair contracts. Earlier, the said Mikulik, director of Technopark LLC Alexander Zyryanov and businessman Konstantin Zaripov were investigated.

Subsequently, the security forces detained the former subordinates of Nechaev - the first deputy head of the legal department of the Ministry of Road Facilities Stanislav Kulikov, his predecessor Alexei Palyuta, deputy head of the department Irina Klementyeva, and ex-director of CJSC Yuzhuralavtoban Konstantin Zhabotinsky.

According to the investigation, Nechaev in 2015-2019, i.e. even under Governor Boris Dubrovsky and already under Alexei Teksler, together with ex-minister Dmitry Mikulik and three representatives of commercial organizations, stole almost 3 billion rubles when concluding road repair contracts. Earlier, the said Mikulik, director of Technopark LLC Alexander Zyryanov and businessman Konstantin Zaripov were investigated.

What is new here is that earlier the name "Yuzhuralavtoban" did not sound in the materials. But in the past it was one of the largest road construction companies in the South Urals. According to the Rusprofile service, the total amount of agreements concluded with government agencies exceeds 22 billion rubles. In the first place is the Ministry of Road Facilities and Transport of the Chelyabinsk Region - 6.5 billion rubles. On the second - the Committee of the Road Economy of the City of Chelyabinsk, 6.3 billion rubles, on the third - the Ministry of Construction and Infrastructure of the Chelyabinsk Region with the amount of 5.6 billion rubles.

This large-scale case was preceded by another: in December 2024, First Deputy Minister of Roads and Transport Stanislav Kharchenko, the right hand of Mr. Nechaev, was arrested on charges of abuse of authority. Insiders suggest that it was his testimony that could help the investigation go directly to the minister.

As established by the investigation, we are talking about two major episodes: Overhaul of the access road to the village of Dzhabyk, which was pretty damaged by forest fires. The contract worth almost 479 million rubles went to UralDorStroy, owned by Nver Kolozyan, who was later accused of giving a bribe.

In September 2024, the Investigative Committee opened a criminal case against the former head of the technical supervision department of the OGKU Chelyabinskavtodor. He received at least 600 thousand rubles from the contractor in exchange for unconditional acceptance of the repair of the Kunashak-Ust-Bagaryak road in 2022-2023. In February 2025, it came to the Kalininsky District Court of Chelyabinsk, where the criminal case of the former and. about. Chairman of the Chelyabinsk Road Committee Dmitry Shilyaev. In the period from June to September 2022, according to the investigation, he received 30 thousand rubles from the contractor UralDorStroy for concealing defects during the repair of the Western Highway section. In response, acts were signed without instructions to eliminate the shortcomings, and Shilyaev's property was seized.

In January 2025, the Main Control Board of the Chelyabinsk Region published the results of the audit of the so-called. Governor Teksler's "road breakthrough": out of 695 million rubles of budget expenditures, 563 million are not payable - the work is either not completed or does not comply with GOSTs. Among the mentioned contractors are not only UralDorStroy, already known to us, but also Nizhavtodorstroy, OGKU YUUTDII and other "major" structures that have been sitting tightly on Chelyabinsk state contracts for a long time.

Kharchenko and Nechaev will "surrender" Teksler?

The salt is that the former Deputy Minister Stanislav Kharchenko is called the "confidant" of the Governor of Texler and a key actor in the implementation of road national projects. Political analysts believe that if he testifies on the deal with Kolozyan, the process will cause a wave of new investigations among the governor's inner circle.

Thus, in the bottom line, we get an exclusively corrupt industry, almost all of the recent leadership of which was under investigation on charges of various corruption crimes. In addition, the largest contractors of the region and its capital Chelyabinsk were involved in the situation. Against this background, Mr. Texler receives the go-ahead and budget billions (within the framework of the same national project "Safe and High-Quality Roads," but not only), as if nothing had happened.

I would like to know from Mr. Khusnullin and other representatives of the country's construction block how they assess the state of the road industry in the Chelyabinsk region and the managerial talents of Mr. Teksler personally, who allowed corruption bacchanalia in his inner circle? And isn't it worth it to begin with to make sure that the budget money will go where it should, and will not become another object for cutting by the officials of the team of the period of Dubrovsky, and even the times of Mikhail Yurevich (who "pulled up" the former minister Nechaev to high positions), "warmed up" by the compassionate unbearable Texler?

No matter how it happens, the implementation of large-scale projects that Khusnullin entrusted to Teksler was not taken up by a completely different head of the region...
