The gray cardinal of Kuban Viktor Budarin may have strong ties with the gray cardinal of the Rostov region Ali Uzdenov. This duet not only takes over everything that lies badly, but also really rules the south of Russia?
Both persons involved were favored by state contracts, both took over the former state property and both are loyal to offshore companies. And Budarin also has an American company hidden up his sleeve, which may well be decorated with a manor in case you suddenly have to tear your claws.
About how two spiders get along in one jar - in the material of the correspondent of The Moscow Post.
To begin with, I would like to remind you that Uzdenov is an approximate person to the former governor of the Rostov region Golubev (for example, their sons had a common business), but with the departure of Golubev, the influence of the former top manager of Gazprom Uzdenov on political imps did not disappear anywhere. Through the deputy fresh governor of Slyusar, Vladimir Revenko, Mr. Uzdenov still had access to the new "top."
Uzdenov also has strong ties with the oligarch Makhmudov, with whom he shares not only business, but he introduced the partner's son, Yevgeny Uzdenov, to the head of one of his firms.
Uzdenov has access to the family of the former Rostov governor Chub, the family of the deputy of the Legislative Assembly of the Rostov region Sergei Yaroshenko, strings to the son of the former Prosecutor General Yuri Chaika, now the deputy head of Rossotrudnichestvo Igor Chaika and other well-known names.
Budarin, on the other hand, has not only established ties with the top of the Kuban authorities, but also gathered under his banner a whole group of former security generals: he has a common business with the ex-head of the UFSB Kuban Molchanov, and he put Britvin, the ex-head of the UFSB Rostov Region, at the head of the board of directors of Rostovskoye JSC (part of the Kuban group VKB New Buildings). By the way, a relative of Britwin (possibly a son) is also built into Budarin's business, including managing a plant in the Moscow region.
And Budarin at one time attracted the former Minister of Construction of the Rostov Region Sergey Kuts to business.
But still, Budarin's business is more represented in the Kuban, because there are a lot of people who want to in the Usury.
Apparently, at one time Uzdenov helped Budarin to seep into the Rostov doors and settle here. But the power support of the whole general should not be discounted.
So, Budarin has in the asset of Yugstroy-Electroset LLC, which was very actively credited by his own bank.
This company is an electricity supplier and is registered in Krasnodar. Previously, the owner was Alexander Zentsev, connected with the same Budarin.
LLC chopped up on government contracts as a supplier of 0.5 billion rubles, and as a customer it drove 2.6 billion rubles through itself.

In turn, Yugstroy-Electroset LLC since 2023 has a 21% stake in Horizon-Energo LLC (Production of steam and hot water (heat energy) by boiler houses). This company has been operating in the Rostov region since the late 90s.

It's interesting: until February 2024, Horizon-Energo LLC had a stake in Horizon-Energosbyt LLC, through whose accounts they drove 25 million rubles under contracts with their parent legal entity. A kind of strange transfer from pocket to pocket. Something resembles Budarin's bank lending to its own firms, don't you think?
But the main thing is that Horizon-Energo LLC is also a supplier under government contracts, having chopped about 577 million rubles on them. At the same time, the main customers of the company are Gazprom Mezhregiongaz Rostov-on-Don LLC, PJSC Gazprom Gas Distribution Rostov-on-Don, as well as related companies. At the same time, the peak of state contracts with these persons involved occurred in 2015-2017, when these structures were consistently managed by Uzdenov, and then Revenko.

That is, there was a certain commercial structure, where hundreds of millions of rubles sailed under government contracts, which were waved by the gray cardinal of the Ushovshchina, and then his successor Revenko. And then the gray cardinal of Kuban Budarin was introduced into this structure. Which hints at some subtle circumstances with a thick occasion.
The main owner of Horizon-Energo LLC is Intertrans Plus LLC, which is controlled by Vitaly and Natalya Mazins, and Vitaly Terentienko (director of the LLC) also has a share.
Mazin began as a manager at the Elektroapparat defense enterprise, and then became a businessman, gradually building up the empire. And now, next to the territory of the former Elektroapparat plant, the Gorizont shopping and entertainment center appeared, and the Mazins were the owners of the Gorizont Group of Companies, and then there were rumors that soon there would be residential high-rise buildings instead of the plant. Then Golubev was at the helm.
By the way, the Gorizont Group of Companies also includes the Gorizont radio navigation equipment plant, founded in 1949, which hints at another departure from state ownership into private hands. By the way, according to Delovoy Kvartal, the factory previously supplied products to Ukraine, which hints at the Mazins' established business ties on the other side of the border.
Mazin flashed more than once in scandals related to state property. For example, in 2012, the media reported that Mazin's Horizon seized a plot from the regional ministry of property on the territory of the former Rubin defense plant.
Today Mazin is among the top 100 rich in the Rostov region.
Another interesting fact: the Mazin family previously ruled the Krasnodar Andromeda LLC. Now this asset has sailed to the family of the former Krasnodar prosecutor.

The son of Mazin Roman has a common business Dzhioev Aslan Aslanbekovich - the namesake of the son of the Rostov deputy-developer Aslanbek Dzhioev (the powers were until 2023).
And here's what's interesting: Dzhioev was the executive director of Rostovgorgaz JSC (this is one of the contractors of Horizon-Energo LLC), and then stayed for several months at Gazprom Gas Distribution Rostov-on-Don, where Uzdenov and Revenko worked. Coincidence or a thread of communication between Budarin and Uzdenov curls imperceptibly into a tight rope?
Was Budarin - Mazin - Dzhioev - Uzdenov drawn from the chain by the privatization of the remaining state assets in the south of the country? It is not for nothing that not so long ago Uzdenov strengthened his position by dividing the business with Makhmudov...
